An unlocked phone bought from a manufacturer or retailer will usually make calls and use data on any major US network. Some operator features nonetheless remain unavailable, and the reasons are structural rather than arbitrary.
Carriers ship configuration, not just service
Networks distribute settings bundles that tell a device how to behave on that operator: which access points to use, how to route voice calls, and how to handle emergency services.
Those bundles are built per device model and pushed to devices the carrier recognizes. A model that was never certified may receive a generic profile or none at all.
Without the carrier-specific profile, the phone falls back to defaults that work for basic service while leaving operator-integrated functions unconfigured and invisible in the settings menu.
Voice over the network is the common casualty
Modern voice calling runs over the data network rather than legacy circuits, and it requires the device to be provisioned on the carrier's voice core.
Carriers maintain lists of approved devices for that provisioning, because a misbehaving handset affects call quality and emergency location reporting for everyone on the cell.
A device absent from the list can lose calling entirely as legacy networks are retired, which is why some older unlocked phones stopped working without any hardware failure.
Wi-Fi calling and messaging depend on the same plumbing
Calling over home Wi-Fi routes through carrier infrastructure and carries the same location and emergency obligations, so it is gated by the same approval process.
Rich messaging features behave similarly, relying on operator servers and provisioning rather than on anything the phone can enable by itself.
These are the features users most often notice missing, since they work on a carrier-sold version of the identical model sitting next to them.
Band support is a separate question entirely
Certification aside, an unlocked model may simply lack radio support for bands a given carrier depends on, particularly the mid-band spectrum carrying most high-speed traffic.
Devices designed primarily for other markets are the usual case, since band combinations are chosen for where the volume is expected to sell.
The phone works, but consistently slower or with weaker indoor coverage than a carrier variant, and no configuration update can add a radio that is not present.
What to check before buying
Carriers publish compatibility checkers that accept a device identifier and report whether the model is approved for their voice and data services.
Those tools answer the certification question directly, which specification sheets do not, and they distinguish between working at all and working fully.
The gap narrows over time as manufacturers certify their retail versions with major operators, but it remains widest for smaller brands and for devices imported from other regions.
